Our history

What began in 1983 as a vision shared by a small group of determined parents has grown into a respected nonprofit serving individuals and families throughout Maryland.

A history of community, inclusion and opportunity

  1. 1983

    Founded by families

Parents seeking better opportunities and higher standards of care for their children with disabilities partnered with Dr. Donald Rabush and what is now McDaniel College. Together they created a model combining academic preparation with direct human services, emphasizing community integration and relationships rather than institutional care.

  2. 1984

    The first community homes

Target opened its first community-based residential homes in Carroll County, supporting people moving into more integrated living environments.

  3. Growth

    Growing services

Target steadily expanded into residential services, supported employment, apartment-based independent living, vocational and educational services, and recreation and community engagement, growing into both Carroll and Montgomery Counties.

  4. Innovation

    Leading with new ideas

Milestones include supported employment services, expanded Community Supported Living Arrangement (CSLA) programs, apartment-based living, accessible residential homes and strong partnerships with higher education and community organizations.

  5. COVID-19

    Commitment through change

During the pandemic, Target kept providing essential services through careful planning, strong leadership and a deep commitment to health and safety, while continuing to build accessible homes for long-term community living.

  6. Today

    Looking ahead

We continue building on the vision of 1983: opportunities for people with disabilities to thrive in their communities with dignity, choice and support.

Be part of what comes next.

Our next chapter includes A Home for Life, a new home in Westminster for four adults we support.
