Who we are
Since 1983, Target Community & Educational Services has empowered people with intellectual and developmental disabilities to live full, independent lives in their communities.

Founded by families
Target was founded by parents and educators who envisioned better services for children and adults with intellectual and developmental disabilities.
In 1983, those families partnered with Dr. Donald Rabush and what is now McDaniel College to create a model that combined academic preparation with direct human services. That partnership still shapes our culture of education, leadership and service.
